Referral Information
If you are looking to get a referral for your child, select the age range for your child and follow the directions below.
For Children: Birth – Age 5
If your child is birth to five years of age, and you suspect he or she has a developmental delay, contact the Early Intervention (EI) / Early Childhood Special Education agency(ECSE) in your county.
How to Request Services:

- Clackamas County:
Clackamas County Early Childhood Department - Hood River and Wasco Counties:
Columbia Gorge EI/ESCE Special Education Department - Multnomah County:
MESD Early Childhood Special Education Department - If your county is not listed, then visit the Oregon Department of Education website for your County’s contact information.
For Children: Age 5 – Age 21
A parent cannot apply directly to Columbia Regional Program on behalf of the child. Only the student’s local school can request assistance from Columbia Regional Program.
How to Request Services:
First, make sure your neighborhood school is part of the area/school districts served by CRP.
Second, contact your neighborhood school to see if your child may be eligible. The school can consult with Columbia Regional Program about eligibility and may start the referral process if your child qualifies.
