Supporting school districts and EI/ECSE providers
Deaf and Hard of Hearing Services (DHH) supports school districts and EI/ECSE providers. The program is based on the premise that when families receive intensive and appropriate support during their child’s early years, family members are more effectively able to mobilize their child throughout the entire educational process.
The DHH team believes that children advance to the best of their individual abilities when their emerging sign language, speaking and listening skills are reinforced in a context of acceptance and respect.
Deaf/Hard of Hearing Services
For Children Birth to five years old
Services may include the following:
- Home education program.
- Developmentally-appropriate preschool classes (age 3-5), with emphasis on speech, language and cognitive and social-emotional development.
- Ongoing Audiological services for eligible students.
- Speech language assessment and training.
- Sign language development.
- Auditory-oral training.
- Support to develop the Individualized Family Service Plan (IFSP.)
For Children aged five to 21
Services may include the following:
- Special focus classrooms, kindergarten through high school, with an emphasis on language intervention, cognitive development, speech and audition skills.
- Direct and consultative services for students mainstreamed in their school districts.
- Audiological services for eligible students.
- Sign language interpretive support.
- Support to develop Individualized Education Plans (IEP.)
- Transition support.

Deafblind Services
Deafblind Services provides technical assistance and support to classrooms that include children and youth who are Deafblind. These students require high-specialized services in order to realize their best potential to communicate, to enhance their mobility, and to maximize their learning.
This assistance is provided to teachers, therapists, educational assistance, regional specialists, families and school districts.
Technical assistance focuses on the following:
- Offering trainings, on-site consultation and assistance with program development to staff and families.
- Disseminating relevant information to school districts and families.
- Assisting with transition of students at all age levels.
- Working collaboratively with outside agencies to support a student’s unique needs.
